SABA WAPATA ITC KUCHEZA KENYA, MSUMBIJI


Shirikisho la Mpira wa Miguu Tanzania (TFF) limetoa Hati ya Uhamisho wa Kimataifa (ITC) kwa Watanzania saba kucheza mpira wa miguu katika nchi za Kenya na Msumbiji.

TFF imetoa hati hizo kwa wachezaji hao baada ya kuombewa na Shirikisho la Mpira wa Miguu la Kenya (FKF) na Shirikisho la Mpira wa Miguu la Msumbiji (FMF) ili waweze kucheza katika klabu za nchi hizo.

Wachezaji waliokwenda Bandari ya Kenya na klabu walizokuwa wakichezea nchini kwenye mabano ni David Naftali (huru), Meshack Abel (huru), Mohamed Banka (huru) na Thomas Mourice (Mtibwa Sugar).

Klabu ya CD Madchegde ya Msumbiji imewachukua wachezaji Hassan Hassan Mustapha kutoka Mgambo Shooting ya Tanga, na Abdallah Ally Abdallah na Thobias David Silas kutoka klabu ya daraja la kwanza ya Transit Camp ya Dar es Salaam.

ODHIAMBO WA AZAM APATA ITC

Shirikisho la Mpira wa Miguu Tanzania (TFF) limepokea Hati ya Uhamisho wa Kimataifa (ITC) ya mchezaji George Odhiambo, raia wa Kenya aliyejiunga na klabu ya Azam.

Hati hiyo imetolewa na Chama cha Mpira wa Miguu cha Denmark (DBU) ambapo Odhiambo alikuwa akicheza nchini humo kabla ya kutua Azam kwa ajili ya msimu wa 2012/2013.

Klabu nyingine zinazosajili wachezaji kutoka nje ya Tanzania zinatakiwa kuhakikisha zinakamilisha uhamisho wao (transfer) kabla ya Julai 30 mwaka huu ambayo ndiyo siku ya mwisho kufanya hivyo.

Kanuni ya 41 ya Ligi Kuu kuhusu ITC inasema: “(1) Maombi ya ITC kwa wachezaji wa kigeni wa kulipwa yatawasilishwa kupitia mtandao wa kompyuta kwa kutumia program ya ‘Transfer Matching System-TMS’ baada ya klabu zinazohusika na mchezaji huyo au wachezaji hao kukubaliana nje ya mtandao.

(2) Maombi ya ITC kwa wachezaji wa kigeni wasio wa kulipwa yatawasilishwa kwa barua TFF baada ya klabu zinazohusika na mchezaji huyo au wachezaji hao kukubaliana. Chama cha Soka kinachotoa ITC kwa njia hii kitapeleka nakala FIFA. (3) ITC haihitajiki kwa mchezaji mwenye umri chini ya miaka kumi na mbili (12).”

Tunapenda kuzikumbusha klabu kuwa kwa mujibu wa Kanuni ya 53 ya Ligi Kuu, wachezaji wa kigeni ni lazima wawe wanachezea timu ya Taifa au klabu za Ligi Kuu huko wanakotoka.

Kanuni hiyo inasema: “Klabu inaruhusiwa kusajili wachezaji wa kigeni wa ngazi ya kimataifa ambao ni wa timu za Taifa na Ligi Kuu kutoka nje ya nchi wasiozidi watano (5).

Wachezaji kutoka Ulaya na Marekani ya Kusini wanweza kuwa wa daraja la pili na kuendelea, na klabu inaruhusiwa kuchezesha wachezaji walioorodheshwa wasiozidi watano (5) wa kigeni katika mchezo mmoja. Wachezaji hao watasajiliwa baada ya TFF kuhakikisha usahihi wa taarifa zao na kukamilika kwa taratibu za uhamisho wa kimataifa.”

IBM SUPPORTS ACCELERATED ADOPTION OF TECHNOLOGY IN TANZANIA

IBM has signed a collaboration agreement with the Tanzanian Ministry of Communication, Science and Technology to help accelerate the adoption of technology as part of Tanzania's ongoing development and strategy to increase its competitiveness in East Africa.

IBM will work with the Tanzanian Government to help achieve its vision of becoming a hub for trade in the wider East Africa region and to enhance sustainable economic development as outlined in the Tanzania National ICT Policy.

"This agreement supports the goals of the National ICT Commission to use innovative technologies and approaches to transform our infrastructures, build national data centers, increase cyber-security and invest in IT talent development," said Honourable Prof. Makame M. Mbarawa, the Minister for Communication, Science and Technology.

"Working with IBM will help to ensure that our initiatives are in line with international standards while positioning us to become competitive regionally and internationally, " he added.
IBM and the Government of Tanzania will co-operate to support the country's National ICT agenda developing simplified and more effective social and administrative systems for e-Government, e-Health and e-Education among other areas.

"IBM is a long-standing partner to the Tanzanian government and we are committed to supporting the country's economic growth and technical advancement," said Dr. Mark Dean, Chief Technology Officer and IBM Fellow, IBM Middle East and Africa. "A key part of our strategy in Africa is to build skills and a culture of innovation across the continent."

One of the focus areas of the agreement will be the port of Dar es Salaam which is the main point for Tanzania's imports and exports. The port also serves the neighboring landlocked countries of Zambia, Malawi, Burundi, Rwanda, Uganda, and the Democratic Republic of Congo.

By working with IBM, the Tanzanian government will explore the use of innovative technologies and approaches to help the port to operate more efficiently, transform revenue collection processes and strengthen regional trade links.

The agreement underscores IBM's commitment to Africa and builds on a similar agreement signed in March 2010 between IBM and the Tanzania Ministry of Education and Vocational Training to support the adoption of IT in the areas of education, research and development.

Significant progress has been made since that earlier agreement, including the provision of international guest lecturers, three academic awards, the donation of 37,000 technical reference books and journals to the University of Dodoma and the Dar es Salaam Institute of Technology, as well as international co-operation with Tanzanian academics.
 
IBM has also been actively engaged in Tanzania through its Corporate Service Corps program. Since 2009, 88 talented emerging leaders from more than 25 different countries have worked on one month assignments to Tanzania in projects aimed at social and economic development.  Through this program IBM has dedicated over 10,000 hours of pro bono information technology and business consulting to Tanzania.

WAKATI ikielezwa kwamba Mwenyekiti wa Jumuiya ya Madaktari, Dk Steven Ulimboka anatibiwa Afrika Kusini, kuna taarifa kwamba amelazwa katika hospitali moja ya huko Ujerumani.Habari zilizolifikia gazeti la mwananchi jana zimeeleza kuwa Dk Ulimboka alipelekwa Afrika Kusini lakini alikaa kwa muda mfupi tu kabla ya kupelekwa Ujerumani anakoendelea na matibabu yake sasa.

Awali, jopo la madaktari waliokuwa wanamtibu Dk Ulimboka hapa nchini lilieleza kuwa baada ya hali yake kuendelea kuwa mbaya katika Hospitali ya Taifa Muhimbili, waliamua kumpeleka Afrika Kusini kwa matibabu zaidi.

“Ni kweli alikwenda kwanza Afrika Kusini, lakini hapo alipita tu. Ndege ilitua na akaunganisha ndege nyingine kwenda Ujerumani,” kilisema chanzo kimoja cha habari.
Hata hivyo wakati chanzo hicho kikieleza hivyo, mmoja wa wanafamilia yake, alisema: “Sisi katika level (ngazi) ya familia tunajua yuko Afrika Kusini lakini hii haiwazuii madaktari kumhamishia kwenye hospitali nyingine wanayoona inafaa.”

Mwanafamilia huyo ambaye hakutaka kutajwa gazetini, alisema suala la Dk Ulimboka kuhamishiwa Ujerumani si la ajabu kwani anachotafuta ni matibabu ya uhakika.

Alipoulizwa kuhusu habari hizo, Kiongozi wa Jopo la Madaktari waliokuwa wakimtibu, Profesa Joseph Kahamba alisema: Mimi ndiyo kwanza nasikia, lakini kwa nature (aina) ya tukio lake, si vyema ikaanikwa amepelekwa wapi. Pia si vizuri ikaelezwa yuko wapi ingawa tayari watu wanajua yuko Afrika Kusini.”

“Kama kiongozi wa jopo la madaktari wanaomtibu Dk Ulimboka ninajua kwamba yuko Afrika Kusini ingawa hata hiyo taarifa tusingependa watu waijue kwa jinsi tukio lilivyokuwa.”

Mmoja wa madaktari ambaye hakutaka jina lake litajwe gazetini alipoulizwa juu ya suala hilo alipinga na kusema; “Habari za aina hiyo mtakuwa mnazipata nyingi, najua mtaandika, ndiyo maana mnaandika madaktari Muhimbili wanafanya kazi wakati si kweli”.

Alisisitiza kuwa Dk Ulimboka yupo Afrika Kusini anakopatiwa matibabu na kusisitiza kuwa habari alizokuwa nazo tangu juzi jioni ni kwamba anaendelea vizuri.

Katibu wa Chama cha Taifa cha Madaktari (MAT), Dk Rodrick Kabangila alipoulizwa juu ya hali ya Dk Ulimboka alisema kwa mujibu wa taarifa za juzi jioni alikuwa anaendelea vizuri.

Alipoulizwa juu ya taarifa za kupelekwa Ujerumani aliguna kisha akasema: “Naomba ieleweke kuwa yupo Afrika ya Kusini kwa matibabu.

Rafiki asimulia mkasa

Rafiki wa karibu wa Dk Ulimboka aliyekuwa naye wakati mkasa wa kutekwa ukitokea, Dk. Deogratius Michael ameelezea tukio zima lilivyotokea na kusema ulikuwa wa kitaalamu na ulifanywa na watu wenye ujuzi na mambo hayo.

Dk Deogratius alisema jana kwamba siku ya tukio walikuwa wametokea kwenye msiba wa ndugu wa mwalimu wao Profesa Yongolo na baada ya msiba walikwenda Viwanja vya Leaders saa moja usiku kuangalia taarifa ya habari na mambo mengine.

Huko walikutana na madaktari wengine na ilipofika saa 4:00 usiku, Dk Ulimboka aliwaambia kwamba kuna jamaa alikuwa akimtafuta hivyo angependa kwenda kukutana naye.
“Tukamwuliza anamtafutia nini? Akatueleza kuwa kwa siku tatu huyo jamaa anamtafuta. Wenzangu wakasema asiende mwenyewe na mimi ndiyo nikamsindikiza. Mara ya kwanza huyo jamaa alisema anaitwa Abeid na alisema yuko Sterio, tukaenda huko hatukumkuta tukaenda Hugo hatukumkuta lakini baadaye tukakutana naye maeneo ya Barabara ya Tunis karibu na Ofisi za Ultimate Security.”

Dk Deogratius alisema wakati wakiendelea na mazungumzo, Abeid alikuwa akitaka kujua nini kinachotakiwa ili kutatua mgogoro uliopo wa madaktari.

“Wakati tunamalizia mazungumzo nilikwenda msalani, niliporudi Abeid alikuwa akizungumza na simu kila wakati, tuliendelea na mazungumzo hadi tukamaliza na kuanza kuagana,” alisema.

Alisema wakati wakiagana bado walikuwa wamekaa katika viti pamoja na Abeid... “Ghafla kuna watu walifika na kusema kuwa wanamtaka Dk Ulimboka. Walimchukua na kwenda naye katika gari. Walikuwa watano, walikuwa ‘giant’ (miili mikubwa) na ‘very skilled’ ( wenye uzoefu) wakamchukua Dk Ulimboka wakaenda naye kwenye gari,” alisema Dk Deogratius.

Alisema wakati huo Abeid alikuwa anakimbia hivyo akamkimbilia ili ampe namba yake ya simu ambayo ingemsaidia kwa mawasiliano.

“Alinipa namba yake nikampigia muda huohuo lakini nilipokuja kumpigia tena sikumpata na mpaka leo hapatikani,” alisema.

Alisema baada ya tukio hilo alimpigia mke wa Dk Ulimboka na kumweleza na pia alipiga simu polisi kuwaeleza.

“Nilikwenda polisi kutoa maelezo na nikawapa namba zangu za simu zote ili wanipigie kama watapata chochote, lakini mtu wa kwanza kunipigia asubuhi (kesho yake) alikuwa Juma Mgaza (aliyemwokota Dk Ulimboka) ambaye alinieleza kuwa kuna rafiki yangu amempa hiyo namba na kwamba yuko hoi amepigwa.”

Alisema baada ya kupata simu hiyo aliwasiliana na watetezi wa haki za binadamu ambao walimtaka waende pamoja na kwamba walipokuwa njiani kuelekea Kituo cha Polisi Bunju alipigiwa simu na polisi wa kituo hicho.

Kutokana na hali hiyo aliomba iundwe tume huru ikijumuisha wanasheria, madaktari na watu wengine ili ukweli ujulikane.
